The town filter, in detail
AFNIC’s naming policy, stemming from decree 2007-162, reserves for local authorities every .fr that matches the name of a municipality, alone or preceded by an institutional prefix such as ville- or mairie-. That reservation lives in the registration policy, not in DNS. A tool that tests availability through DNS, RDAP or WHOIS sees "available". The registration is then refused unless the local authority provides proof.
LinkQuiver keeps a canonical list of municipality names since 1943 (INSEE official geographic code), former municipalities and mergers included. Every .fr and .re goes through it at import, with hyphen-less variants and institutional prefixes. The domain is flagged "AFNIC reserved" and never enters the catalog. At unlock time, the same check runs a second time, before anything is charged.
The real subject is not AFNIC. It is a catalog that tells "available" from "registrable" before charging you.
